Project Overview

The Ashland Attainable Housing Project is a proposed mixed-income housing community on approximately 4.18 acres owned by Ashland School District at East Main Street and Mountain Avenue.

Sunstone led the project's early administration, community engagement, planning, partnership development and developer-selection process. After the Ashland School Board selected the Edlen & Co.-led development team in December 2024, responsibility for development, due diligence, design, financing and negotiation of a Disposition and Development Agreement shifted to Ashland School District and Edlen & Co.

Sunstone now provides limited technical assistance to project partners, including support for grant applications and selected predevelopment work.

The development team is evaluating a financing structure that may include Low-Income Housing Tax Credits, OHCS programs, LIFT resources, tax-exempt or other bond financing, conventional debt, deferred developer fees and partner resources. These remain prospective or modeled sources unless and until formal awards and commitments are secured. Final affordability restrictions will be established through the financing documents, land agreement and applicable regulatory covenants.

Affordability Mix

Current feasibility concepts contemplate approximately 81–84 income-restricted rental units configured to meet an average 60% AMI requirement, together with approximately 12 affordable ownership homes targeted at approximately 80% AMI. The precise income bands within the rental component will be established through the final financing structure and regulatory agreements.

These are predevelopment concepts, not a final approved unit or affordability program. "Average 60% AMI" does not necessarily mean that every rental home will be restricted at exactly 60% AMI; individual income bands may vary while satisfying the required project average.

What is attainable housing?

Sunstone uses 'attainable housing' to describe homes that are affordable to the intended household and practical to access and sustain over time. The project targets mixed-income households, with affordability restrictions to be established through the final financing structure and regulatory agreements.

    Enrollment Committee Proposal

    The Ashland School District's Increasing Enrollment Committee presents a proposal to pursue development of attainable housing on land currently owned by ASD.

    Site Designation

    Ashland School Board announces designation of property at East Main Street and Mountain Avenue for future development of attainable housing.

    City Reviews Initial Funding Proposal

    The Housing and Human Services Advisory Committee reviewed Sunstone's CDBG and Affordable Housing Trust Fund applications on March 28. These materials document the project's early funding strategy and should be read as historical, as the development plan, project team and proposed unit count have since changed. The City Council subsequently approved funding supporting the project's early development.

    City Funding Awards

    City of Ashland Affordable Housing Trust Fund: $55,000 awarded for acquisition support. Federal CDBG: Approximately $125,660 identified provisionally in the 2024 Action Plan.

    Note: The provisional CDBG allocation was subsequently reallocated by the City before it was used. Sunstone does not count it as received project funding.

    AllCare Health Grant

    AllCare Health provides a grant to launch Sunstone, supporting land acquisition and organizational capacity building.

  6. July 2024

    Master Services Agreement

    Ashland School Board approves a Master Services Agreement with Sunstone Housing Collaborative to administer research, community engagement, funding, and the RFP process for the housing initiative.

  7. September 2024

    Housing Oregon Conference

    Sunstone's Executive Director attends the Housing Oregon conference to network and explore best practices in affordable housing development.

  8. October 2024

    Master Plan Partnership & MOU with OCDC

    Sunstone partners with Arkitek Design and Architecture to create a Master Plan integrating community input and universal design. Sunstone also entered an MOU with the Oregon Child Development Coalition to explore possible onsite childcare as part of the development concept.

  9. November 2024

    HHSAC Recommends Revised Use of City Grant

    Sunstone presented an AAHP progress report to the Housing and Human Services Advisory Committee and requested permission to redirect its existing $55,000 Affordable Housing Trust Fund award from land acquisition to master planning, architectural work and developer-selection services. The committee recommended the change, which the City Council later approved.

    RFP Released

    Sunstone, on behalf of the Ashland School District, releases a Request for Proposals for developers interested in partnering on the affordable housing project.

    Pre-Proposal Meeting

    Nearly 40 individuals attend online and in person to clarify RFP priorities and initiate the inquiry period.

    City Redirects $55,000 to Predevelopment

    The City Council unanimously approved redirecting Sunstone's $55,000 Affordable Housing Trust Fund award from land acquisition to architectural services, consultant assistance, master planning and development-team solicitation. Council also appointed Councilor Bob Kaplan to the developer-selection scoring committee.

    Ashland Submits Census Tract 19 for Opportunity Zone 2.0

    The City of Ashland, working with SOREDI and local stakeholders, submitted Census Tract 19 for consideration under Oregon's Opportunity Zone 2.0 nomination process. AAHP is located within the proposed tract. If designated, qualified investments through appropriately structured Opportunity Funds may be eligible for federal tax incentives. The application does not guarantee designation, investment or project financing. The City reports the submission advanced to Business Oregon for review; the Governor will make Oregon's nominations, with new designations expected to take effect January 1, 2027.
